ORDINANCE 012, 4th SERIES ADDING CHAPTER 122 TO THE ST. JAMES CITY CODE PERTAINING TO LICENSING THE SALE OF TETRAHYDROCANNABINOL (THC) PRODUCTS
Ordinance 012, 4th Series amends Title XI of the City Code by adding Chapter 122 licensing the sale of products that contain tetrahydrocannabinol (“THC”). The ordinance establishes criteria for a retail business to obtain a license to sell THC products. The ordinance contains a list of prohibited acts and limits the maximum number of licenses that can be issued in within the city limits to (5) five. The effective date of the ordinance is September 28, 2023.

RESOLUTION 08.23.03 ESTABLISHING LOCATION OF REGULAR MEETINGS
NOW, THEREFORE, BE IT RESOLVED, that the City Council meetings beginning on Tuesday, September 5, 2023 and for the remaining calendar year 2023 shall be held on the first and third Tuesday of each calendar month commencing at 5:30 p.m. at the Council Chambers located at City Hall, 1205 6th Ave S, St. James, Minnesota, except that if Tuesday falls on a holiday, the meeting will be held on the Wednesday following such holiday unless otherwise approved by Council.

Greg Burkhardt, Burkhardt & Burkhardt, Ltd., presented the 2022 Audit review. The Council accepted the 2022 Financial Audit as presented.

NOTICE OF SUMMARY PUBLICATION ORDINANCES
On May 2, 2023, at its regular meeting, the St. James City Council enacted an ordinance amending the City Charter of the City of St. James upon recommendation of the St. James Charter Commission pursuant to M.S.A Chapter 410.12, Subd. 7, to add additional sale of property requirements, notice of proposed ordinance requirements, property levy requirements, charter commission requirements, and reporting requirements by city staff, and to amend ward districts and grammatical errors to establish the complete text of the Home Rule City Charter. The specific title of the ordinance enacted was: “AN ORDINANCE AMENDING THE CHARTER OF THE CITY OF ST. JAMES UPON RECOMMENDATION OF THE ST. JAMES CHARTER COMMISSION PURSUANT TO M.S.A CHAPTER 410.12, SUBD. 7.” The full ordinance is available to the public for inspection at the City Clerk’s Office, 1205 6th Ave S, St. James, MN 56081 during the hours of 8:30 AM and 5:00 PM, Monday through Thursday and 8:30 AM and 4:00 PM on Friday.

Important Information Regarding Property Assessments
This may affect your 2024 property taxes.
The Board of Appeal and Equalization for the City of St. James will meet on Tuesday, April 25, at 1:00pm in the County Commissioner’s Room. The purpose of this meeting is to determine whether property in the jurisdiction has been properly valued and classified by the assessor.
If you believe the value or classification of your property is incorrect, please contact your assessor’s office to discuss your concerns. If you disagree with the valuation or classification after discussing it with your assessor, you may appear before the local Board of Appeal and Equalization. The board will review your assessments and may make corrections as needed. Generally, you must appeal to the local board before appealing to the county Board of Appeal and Equalization.
